Theory is simply a way of explaining the data we have in a logical and testable manner. Because of this, multiple theories can apply to a single situation depending on what factors (data) you focus on. Similarly, one theory may be a better fit for a specific policy or policy action because of the factors involved. It is this latter aspect of theory that you will be discussing. You will demonstrate your understanding by defining each theory and then applying one theory to a specific policy (e.g., Clean Air Act) or policy action (e.g., Congress voting down a proposed bill).
