Pam the manager of Education Food Services at Central Maine State University create a slack in the budget to ensure that she achieves her target, according to her it's a common practice in the food industry and that her bosses know about it since they were in her place at one point in time, she justify it by saying that if she didn't do so she will not be achieving her target which will result in losing her job. She said that the corporate management squeezes her budget and raises the target between zero to 15% so she ends up with a moderate slack, not a huge difference, but she also hides some relevant information from the management that will affect the performance for the coming period like the increase of number of on-campus students, and the cost of labour since she hires students on a part-time basis and she pays them much less than what is reported in her budget, she also said that this slack helps her give room for her employees to breathe since they don't like her looking over their shoulder all the time (Merchant & Van der stede, 2013).
