Federal minimum wage gets "stuck" for years, actually a decade and more, before it moves up. There is usually talk about changing the law so that increases are automatic with the cost of living. Some do not want that to happen. I haven't done the research to understand why, but an educated and political guess says it has to do with putting what would appear to be a long-term 'burden" on business. Meaning, instead of getting years or a decade or more of 'grace' of not having to pay more, businesses would have to pay incrementally more pretty much every year as costs go up.

As some here have stated, these costs then can get passed along to the consumer.....and we don't want that. Who is in favor of auto increases based on cost-of-living and who thinks we should leave it up to Congress (thereby the elected officials we put in office) to determine when and if minimum wage is increased?
