This issue is not exclusive to healthcare. All software released to the public domain for consumption will be subject to never-ending demands for system changes. This applies to everyday consumer software like Microsoft Word to the more bespoke software like EHR's. I have personally experienced this same unintended adverse consequence of CPOE in my professional experience as well. The Department of Veterans Affairs took its' first steps into using an EHR system with the creation of VistA in the 1970's and the Computerized Patient Record System (CPRS) in 2000.
