Find the peak element, that is, an element that is larger than the element to either of it sides.

The code is below. I dont understand the first section under # first or last element is peak element. Why do we have n==1 return 0 and arr[0] >=arr[1] return 0? also what does arr[n-1] >= arr[n-2] return n-1 do?
