Following this process provides an opportunity for the decision maker to restructure the decision of when howfwhen to switch a department over to the new pay system. Had they done this they could have counteracted any short falls in the capability of the new software. Finally, this approach to decision making provides a greater opportunity to involve interested and affected individuals. This would ensure that key stakeholders are provided will all the necessary information in order to participate in the decisionmaking process. Ideally, they should have ran a small pilot project to see if it was working properly, and capable of managing a full system change over. During this time they could have asked the opinion of affected employees. Perhaps alternatives could he developed as well at this point. It is highly important to seek and receive feedback from the people affected in order to make adjushnents to the decisionmaking approach. In my personal opinion, I would have made the decision to switch over to Phoenix as it is a logical way save taxpayer money. However, I would have followed the approach outlined above as it provides a foundation for successful decision making
