Speedy, colorful personal watercraft, e.g., Jet Skis, WaveRunners, Sea-Doos, and AquaTraxs, are gaining in popularity. Personal watercraft can travel anywhere a small boat can and are typically popular with young people. The rising popularity of the craft has raised the question of personal watercraft regulation. The argument for strict regulation is compelling. Personal watercraft are a particularly deadly form of water recreation. For example, two women were vacationing in Longboat Key, Florida. While they were oating on a raft along the shore, a personal watercraft crashed into them and killed them. Also, personal watercraft operators have been killed or seriously injured in collisions with other watercraft. Others have been stranded at sea when their personal watercraft either failed or sank far from shore. Many personal watercraft operators are inexperienced and ignorant of navigational rules, increasing the potential for accidents. In addition to the inherent operational hazards of personal watercraft, they are providing to be an environmental nuisance. Beach residents complain of the intrusive noise of the scooters. The Pacific Whale Foundation on the West Coast expressed concern that the watercraft are frightening away endangered humpback whales that migrate to Hawaii for breeding. Regulations mandating minimum operating age, restricted operating areas, and water safety classes are essential. Without such regulations, tragedies involving personal watercraft are sure to multiply, rendering many beaches unsafe for recreation. Eunice Kennedy Shriver stood up for parents on the Op-Ed page of The Washington Post recently. In a piece entitled, "Yes, Parents Should Know," she supported the Health and Human Services Department's (HHS's) proposed rule/regulation to require that federally funded family-planning clinics notify the parents of minors to whom they are providing prescription contraceptives. Indeed, the June report by the Alan Guttmacher Institute found that sex education in schools does not promote promiscuity in teenagers, and may even discourage teenage pregnancy. Divorce is on the increase, and we're worried. Finally, psychologists have identified a key cause of divorce. Noticing that certain families have multiple divorces, they found that inherited genes play a major role in causing divorces. Although the overall divorce rate is 20 percent, psychologists discovered that a twin has a 45 percent rate of divorce if the identical twin has already experienced a divorce.
