For many years New York City has dealt with vandalism and defacement of public property caused by unauthorized graffiti. To stop the damage, the city banned the sale of aerosol spray-paint cans and board-tipped indelible markers to persons under 21 years old. The new rules also prohibited people from possessing these items on property other than their own. Within a year of these regulations and 871 individuals were arrested for making graffiti.Lindsey Vincenty and other artist wished to creat graffiti on legal surfaces such as canvas wood and clothing. Unable to buy her supplies in the city or carry them in city if she bought them elsewhere,Vincenty and others filed a law suit on behalf of themself and others young artist against Michael Bloomberg they city major and others.The plantififs claimed that, among other things, the rules violated their right to freedom.
