For part d, I know that I am supposed to use 190, 125 and 85 to calculate the frequencies. Shouldn't it be the relative frequency

For part d, I know that I am supposed to use 190, 125 and 85 to calculate the frequencies. Shouldn't it be the relative frequency for types, not four locations if we are using row total? I am confused why it is row total but the frequency is for location not type. Please explain. thanks.
