For this case study, your group can choose from one of the following scenarios:

1. The superintendent of your school district would like to know the extent to which bullying goes on among the district's students. Your group has been selected to plan a survey that will collect information to measure how pervasive bullying is in the district.

2. Your group works for a large federal laboratory that handles potentially dangerous substances. Laboratory management would like to assess how knowledgeable staff are on the handling of dangerous materials as well as the frequency of "near-miss" incidents (an event that could have led to injury or death but did not). Your group has been tasked with planning a survey that will collect this information.

For the scenario you choose, write memo describing how the study should be conducted. Your memo should define precisely all of the concepts in the study design process - construct, measurement, population, and the sampling frame. In addition, your memo should propose features of the study that will minimize the types of errors discussed in this module. Some of the questions to consider when writing your memo are:

• What are the exact questions you will use to measure your construct?
• How will the survey be administered - web, phone, mail, in-person?
• How will you select survey participants?
• Who is your target population, and how will you construct a sampling frame?
• Is your sampling frame likely to have undercoverage or overcoverage?
• What actions do you propose to maximize the response rate?
• What actions do you propose to ensure respondents will answer truthfully?
