Regarding their want for a proper access controls to do file sharing, while remaining secure and following appropriate safety protocols, I would implement to the company that they use an SMB$.$ It is compatible with Windows, but it also is used on other platforms as well, which would go well with Powershell $7$ if they decide to use other platforms. This would allow for file sharing while having appropriate access controls and security protocols followed.
