Four teenagers were eating at the Millstone Restaurant. When they were finished eating they ran out and did not pay their bill. Joe, who was also at Millstone, observed the teens and decided to follow them in his car. A high speed chase ensued resulting in the teens car crashing and injuring two of the teens.
