Framework to Evaluate Problem

Based upon your research and investigation of health care professional opinions, propose a framework, model, or industry tool (assessment form, cost benefit analysis, decision analysis software, other) for evaluation of this problem at an organizational level. Provide a rationale statement for why your selection "fits" the problem.

Initial posts should include a specific framework, model or tool for analysis of the selected problem. A minimum of one authoritative source should be cited. Emphasis is upon the quality rather than quantity of words.
