From the vantage point of 2021, most people seem to think that the Conservative Movement began with Reagan in the 1980s and in some ways that's true. But, when we consider the modern conservative outlook on social welfare programs we can see the US moving regularly through expansion and contraction periods. Pick one category of social policy (e.g. tax cuts, job training/unemployment support, welfare, healthcare, etc) and compare the Reagan policies to the viewpoint or what was implemented in a previous contraction period (e.g. 1920s or 1950s). What was the same/similar/or different in the policies proposed/passed?
