Generate a procurement plan by using your WBS to identify deliverables and tasks that need sourcing decisions. Use your budget to identify human resources that are needed. Use these two inputs to generate a set of sourcing decisions for your deliverables and projects. Document the sourcing decisions in your plan stating why you are either insourcing or outsourcing. Also, indicate what type of outsourcing you are doing, are you buying, buying and tailoring, are you sending something out to be developed, or are you bringing in human resources. Finally, indicate if you will be sending out a RFP or RFQ and the type of contract you are seeking
