Given the scenario below relative to a school's budget, can you hypothetically say what went wrong? Were there any steps that the Board and/or school leaders could have taken to avoid graft, collapse, closure, or long-term debt? Thanks. Need reply by midnight July 18th to complete an assignment.

WEST BROOKFIELD Lots for voters to wrestle with at Tuesdays annual town meeting here, including a Quaboag Regional School District budget that already is out of sync with Warren, the other town in the district. Warren recently opted to significantly cut extra money requested by the school committee.

Aside from the need for the two towns to agree with the school committees requested amounts in order to finalize a fiscal 2017 school budget, West Brookfield selectmen are ready to follow Warrens lead by recommending also reducing the extra amount sought here.

The school board wanted Warren to come up with almost $489,000 in extra funds above the minimum contribution required by the state, but voters there trimmed the sum to $143,000.

The committee has asked West Brookfield to provide $309,000 in additional extra funding, but selectmen and the towns Advisory Committee on finances are recommending that amount be cut to $250,000.

School Superintendent Brett M. Kustigian recently said the regional school committee is prepared to dig in its heels and insist on the higher totals from the two towns because otherwise staff and program reductions are on the horizon.

But West Brookfield officials say the town is in a financial squeeze because the state keeps reducing aid to education, forcing the town to come up with the money. Selectman John V. Tivnan said the towns savings have been nearly depleted. Voters recently turned down a request to override tax-limiting Proposition 2 by $400,000, so there is no more money to support education, according to Mr. Tivnan.

Warren and West Brookfield may be forced to hold a joint town meeting to see if the two towns can agree on figures acceptable to the school committee,

The total West Brookfield town budget proposed for fiscal 2017 is $7.1 million, up from just under $6.98 million, and the school budget total for West Brookfield, including vocational, and the extra $250,000, if approved, is $3.6 million.

There are 26 items for voters to deal with at Tuesdays session, which begins at 7 p.m. in the elementary school on North Main Street. The agenda offers a variety of potentially controversial issues, including a request that came in by citizens petition for the town to address structural problems with a home that is falling down at the corner of Route 9 and Foster Hill at the southeast corner of Town Common.

Voters at a prior town meeting would not agree to spend $20,000 on the same dilapidated house.

There also is a request for an additional $200,000 to pay for the installation of a water line along New Braintree Road to service the Wickaboag Sportsmen Club, and a nearby by private residence, whose wells were contaminated by the towns former landfill in that area.

Voters also will be requested to spend almost $211,000 to purchase a new loader for the highway department, and to amend local bylaws to accept the so-called stretch energy code, which establishes requirements to make new home building more energy-efficient.
