One of the key features of this agency is that it has no formal R&D lab and it organises its programs around temporary project teams composed of networks of external collaborators from both industry and academia. The team leaders control the budget, manage relationships, and make all the critical decisions. However team leaders and project team members are hired only for the duration of the project.
