"An advantage to promoting within is, internal mobility can help with retention and motivation. A lack of career growth and advancement opportunities are reasons employees leave their current employer. If employees feel stunted and unmotivated, they will look for employment elsewhere. This will cost the company time and money.
A disadvantage would be, it might drive away a high-functioning employee. This could happen in a couple different ways. Promoting an employee already in the right spot may cause unwanted pressure; or the employee could start looking for a new company who will pay them more money.
Hiring from the outside (external) has both advantages and disadvantages. A disadvantage will be sorting through a stack of applications and discarding the applicants who are unqualified. This can be time consuming and costly. Narrowing the source down, so that it targets a specific group would be ideal. This could include posting the job on the company website open to the public but with strict job specifications.
An advantage to hiring externally is that it will reach a diverse group of people. This gives a platform to a range of voices and helps promote inclusion and empowerment. Outside candidates can offer a fresh perspective which can lead to positive change within the company."
