1.1. Overview
The primary objective behind this project report is to present a clear business case behind the purpose of this document is to present the business case for revamping the structure as well as the functionality of the existing PMO at IBM to better suit the strategic plans the organization has set for itself. There are a multitude of problems that the organization faces with the operation of the existing PMO set up and believes it could be better according to the vision and mission of the organization. The document would also briefly go through the various challenges as well as the opportunities that would come along with these planned changes and finally provide a clear-cut execution plan for the entire revamping process along with the proposed structure, roadmap of the process, and costs associated with the same. All the assumptions taken during this entire process are also well documented in the report.
1.2 Background
IBM, an American multinational technology corporation, was founded way back in the 1910s and has been in the forefront of technological advancements with several inventions, discoveries, and patents to its credit. However, in recent times, it has had its own share of issues with the delivery of products and services. And these issues have been further escalated due to the increasing competition from mid-size and large-size organizations as well as capital pressure. The organization believes that a revamp of the existing PMO structure, making any necessary changes in the roles and responsibilities of people involved, could indeed help them in improving their project delivery performances as well as avoid any cost overruns and overutilization of resources.
1.3 Problem Statement
Management at IBM is concerned about the existing PMO's ability and structure. They believe the lack of alignment of PMO with the organizational goal to be the key reason for the delivery delays as well as financial problems. The divisional structure in the existing PMO can be attributed as the reason behind the effective collaboration within the team. All these problems are to be solved with the proposed changes to the PMO of the organization.
1.4 Scope
The scope of this project includes all the activities and processes related to the revamp of the existing PMO at IBM. It includes but not limited to the understanding the vision and mission of the organization, having a through analysis of the need for the proposed changes, step by step plan to execute these changes, defining the various roles and responsibilities under the newly designed PMO, as well as detailing the costs involved for the entire process.
