Hello Parminder, you make some sound recommendations regarding food safety. There are several compliance issues that Tong would have to follow. She would have to follow either federal or provincial guidelines, not to mention whatever municipal agencies she would have to comply with. In addition to the legal red tape Tong would have to go through she must also think about marketing. The decision to operate in Quebec for example where the need to follow an entirely different label set (Francis 1996) would have to come down to expected profit vs. expense. Tong may not find that it is worth it to market in Quebec because of their compliance demands. What kind of marketing research do you think Tong would have to do in order to determine viability of operating in Quebec?
