The strength of police lies in the trust and condence the community has in the organisation, its staff and its values. Achieving the vision of Safer Communities requires a robust and structured planning approach. Trust will be built om the services that police provide and how, where and when they are provided. Police must be active participants in reform and change to meet the expectations and demands of the community they serve. The new government should reform the police in four signicant core drivers: People, Operations, Technology, and Accountability. The four signicant core drivers will ensure that the Police can meet community needs. People Police should focus on building a diverse workforce that is condent, capable, innovative, resilient, value-based, future-ready and capable of meeting the changing needs of their staff and community. Moreover, they should continue to invest in developing their staff as leaders in the policing business. Furthermore, police should be innovative and exible in recruitment, training and performance management strategies that address an individual's development throughout their career to ensure they have an appropriate workforce mix, including the needs and expectations of their staff and the community. Traditional skills will always be an essential part of keeping the community safe. Further, they should build capacity and capability focusing on the future policing environment and emerging crime trends. Operations Police should commitment to problem-solving using an evidence-based approach in their decision-making. Resource allocation and demand management, domestic and family violence, cybercrime and counterterrorism are priority areas in the reform program. An integrated system of policing that is agile and more responsive will require improved structures, systems of work and processes. First, Police should invest resources in counterterrorism to enhance their ontline and preventative, response and investigation capabilities, and they should increase the investment in their cybercrime capability; Police should keep pace with this evolving eld of policing. Second, they should provide a 24/7 capability dedicated to assisting real-time responders as they investigate crime. This initiative will deliver improved frontline investigation outcomes. Third, the introduction of a State Crime Assessment Centre will provide efciencies across the entire state, and this will change how incidents are assessed and provide more signicant opportunities for the oicers to make a difference. In addition, efciencies created will allow supervisors more excellent time in the eld. Fourth, the future of local policing involves creating new operating structures to monitor the communities. Technology Police should continue to harness technology, implement innovative solutions, and enhance business practices to meet the evolving needs of modem-day policing. They should integrate contemporary technologies with streamlined processes to drive increased effectiveness and efciencies, enhancing serving the community. Police should work with technology industry leaders and other national and international partners to bring the most appropriate and impactful technology and practices from around the worldl A staged approach to the roll-out of computer, video, facial recognition, body-worn video and digital technologies will ensure Police remains at the forefront of technology in the operations and workforce. These critical projects will be coordinated to ensure integration with implementing the new structures and people priorities. Police should harness technology to support policing and community needs and innovate to enhance business practices. The pace of change is forecast to increase. People are interconnected with smartphones, computers, and other devices that instantly capture and disseminate images, video and other information and disinformation. Inevitably, this has changed and will continue to change the nature of crime and criminal behaviour. Those that seek to do us harm have embraced technology to support their enterprises. Technology is inseparable om contemporary policing as it provides new opportunities for disruption, enforcement, criminal investigation and prosecution. Police should engage with industry, academia, and the broader community to seek out and pursue opportunities. It is not just about being more efcient, but getting the correct information at the right time, so optimal decisions can be made whenever and wherever required. Accountability Internal control of police service is key to ensuring its smooth functioning. It also meets the criteria of accountability, a key characteristic of police reform. The police reform aims to not only improve the effectiveness of security and justice services but also to enhance their accountability and good governance. Given the central role of the police in service provision to the population, its direct interaction with the public and the powers that are typically conferred to the police, it is vital to ensure that police ofcers adhere to high standards of quality and behaviour in their work. Internal control can help ensure that these standards are met, thereby preventing inappropriate behaviour or practices, abuse of power and corruption. Ideally, the work of an internal control body should be complemented by independent external oversight mechanisms. The purpose here is to focus specically on the internal control of police service. Internal control is a sensitive topic since it can lead to the questioning of certain practices that are deeply rooted within the traditions and culture of the police. Improving internal mechanisms to monitor peers, identify abusive behaviour of police ofcers, including the most high-ranking, is not an easy task. Willingness to undertake such reforms must come om the highest level of hierarchy. Integrity and professionalism are core values that are essential to effective internal control. Real guarantees for the protection of those engaged in internal control and genuine authority are also required if any serious reform is to occur. To ensure effective internal control, they should ensure that the staff who are appointed have clean records and are based on objective criteria. Moreover, provide the inspectorate with a high level of operational autonomy, while ensuring the protection of its staff and provide the inspectorate with the ability to make independent decisions related to internal control, without disregarding ministerial guidelines. Furthermore, develop the inspectorate's capacity to collaborate with all other national oversight bodies responsible for ensuring the proper functioning of state services. Lastly, ensure a clear legal denition of the body that will lead the process of internal control and clearly dene its roles and responsibilities and clarify the exact powers of the inspectorate within the overall chain of internal control of the police service in question.
