In 1802, Thornton distributed An Enquiry into the Nature and Effects of the Paper Credit of Great Britain in which he gave a record of his hypothesis in regards to the national bank's capacity to control cost level. As indicated by his hypothesis, the national bank could handle the money available for use through accounting. This control could permit the national bank to acquire an order of the cash supply of the country. This at last would prompt the national bank's capacity to control the cost level. His presentation of the national bank's capacity to impact the cost level was a significant commitment to the advancement of the amount hypothesis of money.[16]
