Hi, Im currently working on a project about Carbon Emissions by Coal mining. One of the objective is to give substitute financial offer to coal miner to stay away from coal mining. To decrease carbon emissions, government can give financial offer to close down coal mining. But, the action fails to work. One of a factor I can think of is the current coal miners will not accept the financial offer because it was their source of income and probably main employment opportunities on the countries is coal mining. Besides this two, may I know what other factors/points that is tied to people that cause the financial offer do not success
