"Houston's Computers for Kids program $($C$4$K$)$ helps children from low$-$income families gain the type of computer literacy that will help them be competitive within the modern job market. Opponents of the program argue that it is ineffective because the number of low$-$income children lacking computer literacy has risen by over four hundred in the four years since $C4K$ was founded. But these opponents are not taking into consideration that, due to overall economic decline, the total number of low$-$income children has risen dramatically within those four years. When we take that into consideration, we find that C$4$K has helped to lower the rate of computer illiteracy among low$-$income children by more than $15\%.$
