How can comparing the percentage difference of a value to the percentage uncertainty of a value allow you to judge the value's accuracy?

For example in an experiment to determine the value of g, I get a value of 10 ms^-2.

The percentage uncertainty of this is 7%

The percentage difference of this to the accepted value of 9.81ms-2 is 2%.

The question asks to compare the 7% value of % uncertainty to the 2% value of % difference to judge the accuracy of this value.

 

Should percentage uncertainty be higher than the percentage difference for a value to be accurate?
