As I know, preferential tax rate of 0%, 15%, or 20% for stock dividend and long-term capital gain.
I have got solution of this question but I am still confused.
In this example,the solution part that confuses me, is 9,000 tax (4000*0% + 5000*15%)=750.
My questions:

1.Why is 9,000 divided into 4000 and 5000 ?
2. 4,000 match 0%, and 5000 match 15%.
