Post 1: According to A Guide to the Project Management Body of Knowledge (PMBOK Guide), a quality audit is a "structured, independent process to determine if project activities conform with organizational and project policies, processes and procedures" (Pesic, 2018). I selected the Manhattan Project for the final project assignment given the secrecy and urgency of the project. In terms of quality-auditing tools applied, President Roosevelt established requirements for the project including policies, standards and procedures; or norms and regulations, and government specifications (Pesic, 2018). General Grooves and the Military Policy Committee monitored and controlled the quality audits across all sites as technical and administrative dilemmas continued in the quality management process. Grooves as project manager, held the responsibility for quality, which consists of ultimate responsibility for the quality of the product of the project, but each team member (e.g., scientists, construction workers, army personnel) is required to check their work by inspecting it themselves (PMBOK Guide, 2021). Following, Groves decided that decisions would be based on which process or processes assured the production of a bomb in the shortest frequency of time (U.S. Department of Energy, n.d.b). This strategy safeguarded that the project was completed on time but cost of quality should have been a bigger part of this plan.

Projects that fail to manage quality lead to rework and then missed deadlines and over budget situations. In review of the various experiments and research phases occurring in numerous areas, there was no control over the expenditure relating to equipment, personnel, or uranium. Testing quality late in development life cycle is inclined to fail, which is why the evaluation of appraisal costs are important. Appraisal costs may include purchases materials, processes, products, and services (PMBOK Guide, 2021). The committee in charge of the project failed to find alternate routes for spending, which increased government spending tremendously and caused the project to go over budget. Groves could have followed the planning, scheduling, and budgeting phase more closely to accommodate any delays, errors, and feedback. As project manager, it is important to review the basic requirements for planning the project in phases, scheduling deadlines for each phase, and allocating a budget to each phase of the project. For example, Groves could have applied the Budgeted Cost of Work Scheduled (BCWS) to estimate the resources appropriately and prevent budget overruns by following prevention costs more closely (Bhatia, 2022).

The project I selected was the Wembley stadium project. This was a massive undertaking of a major construction project for a center piece for the country of England. The project manager did a poor job of quality management for the entire project. If they would have used a better project timeline process, they would have been able to keep certain parameters of the project in scope and moving forward properly. "A project timeline template is a project planning tool that helps project managers easily create project timelines by simply adding tasks, due dates and milestones" (Project Manager, nd). It started with the finances of the project and how stakeholders were not able to come up with their portion of the funding. If they would have vetted the funding before the project that would have saved valuable time. It cost an additional year that had to be added to project before it could be begin.

The cost went over budget by the construction company that was chosen to build the stadium. They put in bid, and it was accepted, but after the funding was reevaluated, they did not ask the company to review or resubmit the bid for the project. They tried to cut corners to save time and money that they would have to pay back to the stadium stakeholders. This resulted in an individual dying and structural issues below the stadium. If they would have had a proper timeline and milestones in place, then they would have kept the project on track and within budget.
