How is planning for FDR operations different than planning for combat operations? In FDR operations, the emphasis is on achieving unity of effort instead of unity of command. While the military retains its national hcain of command, the Affected State leads the overall response and coordination. Military units seek direct interaction with the affected population and must be armed for protection during FDR operations. When situational planning for FDR operations, the process for evaluating the environment is the same as in combat planning, but emphasis is placed on keeping the information unclassified so it can be shared with civilian and military responders.
