How to measure the frequency of a signal using verilog?

The schematic for the f-meter is given at the top.

I have the code for the module 'B2BCD', 'Display controller', 'Display interface' and a top module connecting all fo the modules together. However I am having trouble creating the control module for the D flip flops to the module 'f meter' in my Top module? help would be apreciated.
