How would I go about creating an excel formula for the following task?

"Here you want to evaluate computer proficiency. If students have good programming experience (>3), are familiar with cloud computing (>3), and have total Excel Skills greater than 7, then their proficiency is "Good." If a student has any one of them, then it is "OK." If not, proficiency is "None." Here you will use IF statement, AND and OR logical functions at the same time."

Side Note from me: programming experience, cloud computing, and total excel skills are all colums with ratings from 0-5, 0-5, and 1-10 respectively
