State ANDO & State BALNAB are parties to a bilateral treaty concerning the trade of a valuable mineral, called Lithium. According to the treaty, Lithium is exported by the Ministry of Trade of ANDO to BALNAB. At some point, ANDO refuses to export Lithium to BALNAB, which violates its treaty obligations.

Imagine the following situation: internal turmoil breaks out in ANDO & rebels have blocked all the roads used for export of Lithium to BALNAB. The day after, the Prime Minister of ANDO makes the following statement: "Lithium is a valuable mineral, to which our people are entitled more than the people of BALNAB. Surely, our people cannot be blamed for preventing the export of Lithium to BALNAB. In fact, I wish everyone would participate in the blockade."
