Argue for or against the following proposition

A wide range of Federal, State and Territory laws regulate freedom of speech and expression in Australia as it is traditionally understood. Nonetheless, the traditional limits on freedom of speech are crucial to understanding the scope of the freedom and the justifications for its restriction, that is, the line between speech which might appropriately be regulated and speech which in any liberal society should be tolerated.

(I am arguing for the proposition)
