I have a csv file that's formatted as this:

longitude latitude wnd_stat wnd_spd 1 15.4 -26.0 E 4 2 15.4 -26.0 ENE 2 3 15.4 -26.0 ESE 2 4 15.4 -26.0 EbN 3

5 20.0 -26.0 E 3 6 20.0 -26.0 ENE 4 7 20.0 -26.0 ESE 5 8 20.0 -26.0 EbN 4

May I know how to read this csv and re-structure/save as something like this:

longitude latitude E ENE ESE EbN

1 15.4 -26.0 4 2 2 3

2 20.0 -26.0 3 4 5 4
