I have a CSV file where Each line represents a tweet with 22 different fields in it. one of those fields, field 6, is publish

I have a CSV file where Each line represents a tweet with 22 different fields in it. one of those fields, field 6, is publish date. that field is not sorted by default. So i need to write a linux command to output the number of tweets/lines that occurred in all of 2017 or 1/1/2017 00:00 to 12/31/2017 24:00. The date format in field 6 is m/d/yyyy H:M. Can you please assist with this syntax. thank you.
