I have experience in these types of situations where delays and budget overruns cause problems. We first need to split the crew up and have one dedicated crew to this project. In the short term it may be hard, but in the long term it will mean the crew will not be as tired. We then need to cut down on the number of approvals for each task. Foreman approval is fine for anything insignificant. This may be risky, but will speed up the process. Finally, we need everyone on the same page. This means daily team meetings between all individuals involved in the project so that so many changes are not made as this is having an impact on both time to completion and budget. I want the team to be comfortable in everything they do for us. If they are working on multiple projects, then we should give them more breaks on this project.
