I have worked on many contracts and most pay hourly rates. I have also worked for agencies that charge hourly rates to their clients and when the scope is reduced this can hurt the bottom line of the company offering services. Sometimes when a budget is too high companies will forcefully try to reduce the scope to help with their costs. Is this an ethical approach after a company has already started the work and should this only be a practice that takes place within an organization and not when work is outsourced
