I know our Project Team on IDDS has been frustrated with our big subs sending conflicting information about their closeout plans in specific countries, sending us forecasts that don't always pan out to be true (usually they're overestimates), and telling us that they're getting ready to close out their programs without much prior information; I hear that your team in subcontracts is getting hit with lots of emails from those same subs saying that they're running out of money, that they absolutely need extensions and modifications, etc. We've also got some priority actions in terms of redistributing some funding within the project that we'd like to make based on the real situation with subs budgets, but we feel like subs are just telling us that they'll "definitely spend it all" even though they may actually have some pipeline remaining. It's super complex, so we have appreciated your partnership as we work through this. But we also recognize that these kinds of conversations are just going to keep happenniing all over again each month as new countries close down and phase out that are led by these subcontractors
