The local organizational issue is the retention rate of the students. The problem of practice is related to the 6% gap between the goal of retaining 65% of students and the actual retention rate of 59% for the first-year students at National Park College.

I then need to describe the local organizational issue that caused the problem, including who is impacted by it and where it exists in the organization (e.g., region, department, unit, district, school, grade level, etc.). I am focusing on first-year student retention.
