There has frequently been criticism of the jury selection process in many cities and states, (National Council for the Social Studies, 1999). The criticisms range from concerns about sources of bias on the part of individual jurors to concerns about the overall selection process, whereby prospective jurors are drawn randomly from voter registration rolls. In many cases, there appears to be some evidence that jury duty pools are not representative of the general population in terms of ethnic and racial makeup.

In this case, we consider fictional data from a random sample of 275 jurors in a southwestern county. Jurors identified their racial group, as shown in the table below, and we would like to determine if these jurors are racially representative of the population. If the jury is representative of the population, then the proportions in the sample should roughly reflect the population of eligible jurors, i.e. registered voters.

While the proportions in the juries do not precisely represent the population proportions, it is unclear whether these data provide convincing evidence that the sample is not representative. If the jurors really were randomly selected from the registered voters, we might expect small differences due to chance. However, unusually large differences may provide convincing evidence that the juries were not representative.
