4. [12 points] An importer has received a large shipment of tulip bulbs from a supplier in Holland. The shipment consists of 50 large cartons. Each large carton contains 120 boxes, and each box contains 12 tulip bulbs. Some of the tulip bulbs may have spoiled during transit, and the importer wants to estimate the total number of spoiled tulip bulbs in the shipment. The importer picks a simple random sample of 3 of the large cartons, and for each large carton sampled, separately picks a simple random sample of 6 boxes. For each sampled box the importer checks all the bulbs in the box and records the number of spoiled bulbs.
