I need to describe how I would organize the response including my priorities and concerns as Incident Commander. I should draw on everything I have learned including ICS, high-threat response program capabilities, TECC guidelines. I should also present independent references to round out my assessment. I need a command structure, my priorities, my top concerns/challenges, my resource needs, and a projection of problems to be addressed in the immediate recovery phase/the next 12-24 hours.
This is the scenario:
You arrive on-scene to assume Command. You receive a briefing that contains the above stated information. The outgoing Incident Commander is unsure of what Centerville Fire Department is doing or where they are operating. Their Command Post is parked a block away from you. EMS is set-up near your Command Post where they are receiving and transporting any casualties that can be extracted. In total, the riots are impacting about .75 sq miles of Centerville in the heart of the business and shopping district. Thousands of people are trapped inside businesses; their cars are also either trapped or destroyed.
I have the following resources deployed in the field:
- All available CPD personnel and LE mutual aid are forward; EOD is forward and not hailing on the radio. SWAT and K-9 have been recalled to the Command Post to regroup over the radio. They're staggering in- currently at about 30% strength per unit.
- Centerville Fire has assigned two companies to the event; the Homeland Security Officer is in the CFD command post and HazMat is in staging.
- CFD/EMS set up a treatment area within line of sight of the Command Post and is treating mostly injured first responders. They're transporting patients who can make it to the treatment area but re-routing from the incident makes the trip about 30 min each way.
The following resources have been ordered for me and are arriving within the hour:
- SWAT teams from five mutual aid partners
- On-duty PD from five mutual aid partners- estimated at 30+ personnel with three supervisors
- National Guard
- State Police- SWAT, Motorcycle Unit, Special Response Team (SRT), off-duty sector officers, Sector Command
- FBI- SWAT, available personnel, Special Agent in Charge, intelligence support, public affairs
- EMS mutual aid from five partner agencies
- COM-L, two COM-Ts and alternate communications trailer
- Mobile dispatch and five tactical dispatchers
- Department of Transportation buses (5)
- County buses (6)
- Centerville Office of Emergency Management is opening the EOC
