I noticed that you said the federal government would make sure that an individual's rights are protected, but what if that individual does not hold U.S. citizenship?

Does the government still need to protect their rights and allow them to be treated the same as someone who does hold U.S. citizenship?

If we allowed non-U.S. citizens, the same rights as U.S. citizens then wouldn't that basically be saying that the Amendments are just a suggestion and shouldn't be followed as written by our founding fathers
