(i) To minimise the spread of COVID-19, the Department of Health and Human Services (DHHS) in Victoria is planning to open new testing facilities around Melbourne Metropolitan Area. The locations under consideration together with the areas that can be covered from these locations are given in the following table. To provide a better service to residents and reducing the waiting, DHHS has decided that each location is required to be covered by at least two testing sites. Formulate an integer programming model that could be used to find the minimum number of locations necessary to provide required coverage of all areas.
