In advertising, we work on putting out paid ads while Public Relations personnel put out earned media.

Public Relations personnel don$$t put out media to the public$$only advertising personnel create media for the public.

The public relations department also creates paid advertisements, they just distribute to news outlets, and not directly to the public.
