Productivity Quality or performance can be the measurement of giving promotion by the government. Promotion of a position is when an employee is elevated to a higher rank. Adequate knowledge is essential for employees to develop and maintain productivity which is why . they should always be encouraged to learn. It plays a role in hiring more skilled, smart, self-reliant, and efficient people for any job. Any rank is largely dependent on qualifications, abilities, and skills. Meanwhile, new executives are urged to work harder and, above all, to maintain organizational success. These issues should be implemented in government sectors for giving promotion. Management performance is directly linked to organisational effectiveness as the organisation's long-term survival (Shirazi & Mortazavi, 2009). The better the manager is the longer the organisation will survive. Then as a big part of a company or organisatio), ace? manager's complicity is truly important to determine the company's goals of competence (Medina & Medina, 2014). However, in a company, there is also the employee who is playing important role in it. Both of them need to need to help each other to gain company's goal (Martini et al., 2018). Therefore, company or organization need competent Header and capable people inside it due to they will bring organisation's long term and the biggest goal. Conclusion In conclusion, it is truly agreed that promotion in the government sector should only be based on competency rather than seniority, as this will ensure the quality, productivity, and the longevity of the organization. As our country is going to be one of the developed countries, therefore government sector should promote their employees based on their ability and competency and not seniority, which is happening since long time ago. The change should start now and apply this in every government sector i.e. education, administration and so on. We do not want to be left behind from other developed countries that is far more powerful than us in terms of their working skills. In Islam, it also mentions that we must not do injustice towards others. Promoting employees based on seniority clearly shows biasness in the government sector. When other people work hard to gain the skills and capability, it is not efficient to promote someone based on their working period
