• I was leaning towards independent agencies for this question, since they are not housed within a department. I just needed some help getting started on it. As for consequences I just need some direction in creating a new rule and how to go about that! Thank you:)

This fictional statute calls for the creation of the Accounting Accountability Act for Accountants Agency (AAAAA), a new federal agency to make rule to regulate the accounting industry. You have been assigned by the President to be the special task force that develops the framework for this new agency.

• Create first AAAA rule
• What rule making process should AAAA follow?
• Finally, come up with a terrific new rule to regulate the accounting industry and give us a step-by-step guide to how this rule will become a final law.
