A high amount of time dedicated to experimenting new products shows increased innovation. It can be an indicator of innovation culture in that it shows that the company has been developing new products over time. It also shows the appreciation and value that the company has towards innovation meaning that innovation is part of the organization's culture. An organization that does not have an innovation culture cannot set all that time for experimenting with new products as it is valuable time that can be valuable in other areas of the organization.

Having many patents doesn't mean that you are going to create products from these patents. Patents are often viewed as the frontend of a process and are not an actual invention. A case where patents are not a good indication of innovation is when your research and development systems are not functioning well, or are not up to standards. With this being the case, a company may be filled with very many patents but in the end it'll have nothing to show for it.

Another scenario where patents are not good indicators are in industries using technologies that are versatile. Versatile technologies change so fast and erode the value of some of the patents.
