I would personally recommend to follow choice one and have the trails ran in Albania. It is cheaper and easier for the company and will have the most benefits. I think that it is the an American companies job to set up programs in Albania after using it for testing. There is no reason to start testing in the United States. I think it is perfectly ethical and has no real set backs.
