I'd like to talk a little bit about how complex rulemaking can be using the new Biden Administration initiative.

Please take some time to think of and post reasons why the following stakeholders might support or oppose the rules:

• Nursing Home Residents;
• Nursing Home owners; and
• Nursing Home employees.

Try and consider why each group might support or oppose the rule, and whether the arguments they might make are made in good faith. I will also accept as participation people making counterarguments to other peoples' arguments.
