Warning:The enacting legislation that established an agency is NOT a regulation. For example, the Coast Guard Act of 1915 established our Coast Guard, but it is not a regulation. However, the regulation requiring safety life jackets on certain sized boats is a regulation, and it's a regulation the Coast Guard enforces.
